Infrastructure Delivery International

IDI is a Nigeria-based company headquartered in Abuja and a network of consultants across the country. They have worked across a number of states, including extensive work in Lagos. Over the past six years, they have delivered several projects in Nigeria. They are focused on infrastructure development from producing feasibility studies to project financing and procurement, including Private Public Partnerships (PPPs). They are uniquely placed to address the complex financial, technical, and legal aspects of infrastructure development in Nigeria. IDI is led by Kayode Khalidson, a transport and PPP expert, who has advised Federal and State governments on multiple donor funded opportunities. He has deep networks throughout the country and has gained the trust of key decision makers.

Waterways Investment for the Development of the Environment in Lagos State (WIDE-LAG) | AFD | October 2022 – November 2023:

WIDE-LAG is an Agence française de développement (AFD) funded project which seeks to develop inland waterways transportation in Lagos State. IDI and Adam Smith International collaborated to produce a Preliminary Engineering Design (PED) and costing for selected inland waterway routes in Lagos State. The PED included a passenger demand forecast, ranking and prioritisation of ferry routes, design of the ferry terminals, jetties and navigation channels and the development of cost estimates.

Ministry of Mines & Steel Development’s Mineral Sector Support for Economic Diversification Project | Apr 2021 – Ongoing:

Development of a Roadmap for the utilization of critical infrastructure (transport and energy) along the Warri – Ajaokuta – Abuja – Kaduna – Kano Central Economic Corridor (CEC) for the growth and development of the Nigerian mining industry in order to enhance the mining sector’s contribution to the economy by strengthening key government institutions, improving the critical infrastructure, and fostering domestic investment in the sector. The work has included the selection of anchor mines and steel plants on the CEC and developing an integrated approach to planning. The project includes a legal and regulatory assessment of the institutional framework, technical and financial analysis of transport (rail) and energy (gas and power) sectors, GIS and spatial analysis, environmental and social assessment and monitoring and evaluation.

Development of Bus Mass Transit Scheme and Associated Projects for Ogun State | UKNIAF (FCDO) | July 2022 – Ongoing:

providing transaction advisory support to the Ogun State Government for the development of a BRT and Transit Oriented Development project on the Lagos to Ibadan Expressway. The tasks include the design of organizational structure of the proposed Transport Authority, development of outline and full business cases, recommendation of the appropriate energy-efficient mass transit buses, development of specifications and tender documents for the vehicles and procurement support for the licensing of private sector bus operators.

Development of a Bus Rapid Transit transport corridor between Lagos and Ogun State and associated Transit Oriented Development projects | Future Cities Nigeria (FCN) (FCDO) | Oct 2019 – Mar 2022:

IDI in collaboration with the ASI Group advised the Ogun State Government on the development of a TOD facility linked to the BRT route on the Lagos to Ibadan Expressway. The proposed scheme will have a major bus station and commercial real estate development. The project is a joint scheme between the Lagos and Ogun States Ministries of Transportation; and Physical Planning and Urban Development and the work included the development of Outline and Full Business Cases for the licensing of the BRT, transport planning for BRT corridors, financial advisory services, PPP analysis and the preparation of concept designs.

Licensing of Inland Waterway Routes for the Lagos Waterways Authority | UKNIAF (FCDO) | Mar 2021 – Ongoing:

provision of transaction Advisory support to the Lagos State Waterways Authority (LASWA) for the licensing of major water passenger routes and the concession of the ferries. The tasks included developing the draft Full Business Case (FBC), support on the application of a Green Bond Scheme, assessment of energy efficient ferries, advising on the prequalification of bidders for the ferry license and concession of the ferries and procurement support.

Outline and Full Business Case for the Concession of the Freight Terminal | FCN (FCDO)| Oct 2019 – Mar 2022:

IDI in collaboration with the ASI Group advised the LASG in the concession of a Greenfield Freight Terminal which involved the review of federal and Lagos state PPP policy, the technical, financial, and commercial viability assessment of the concession, conducting a market analysis of competing ports in Lagos, drafting the template concession agreement and conducting an environmental and social assessment of the project.

Advisory services to the Ogun State Government on the development of Transport Policy and Capacity Building of Transport Staff | FCN (FCDO) | May 2019 – Jul 2021:

IDI in collaboration with the ASI Group advised the Ogun State Government in the development of a Transport Policy and a capacity building program of the transport staff. The work included advising the State Government in the development of the policy, legal and regulatory review of the transport sector, transport planning and transport passenger demand forecasting, gender and social inclusion, land use and GIS analysis, traffic management, transport data collection, stakeholder engagement and strategic communications.

Preparation of a Master Plan & Guidelines for Urban Renewal in Abeokuta | FCN (FCDO) | Jan 2020 – Sep 2020:

IDI in collaboration with the ASI Group advised the Ogun State Government in the preparation of the Abeokuta Master Plan & Guidelines for Urban Renewal that outlined the strategic development of the state with a long-term perspective. The work stream also developed specific guidelines for Urban Renewal which will build upon an integrated approach to urban renewal that takes into account social inclusion, environmental concerns, urban planning standards while being financially feasible.

Advisory services for the Acquisition and expansion of a Port in West Africa | African Ports Assets | Jan 2021 – Ongoing

IDI in partnership with ICP Consulting provided a project viability assessment and market analysis for the proposed Calabar Economic City. The work has included financial advisory and fund-raising support to a private client on the acquisition of their shares in a West African port facility, and the extension of the port concession as part of the redevelopment of the port into a container port.

Development of Preliminary Critical Infrastructure Plan for the North East | Abuja & North East Nigeria | Presidential Committee Initiative for the North East (PCNI) | March 2018 – Dec 2018:

IDI advised the Presidential Committee for the North-East Initiative on the development of a Preliminary Critical Infrastructure Plan (PCIP) for the short and medium-term infrastructure development of the NER to guide infrastructure development of the North-East Region to 2028. The PCIP was prepared within the broader context of the North-East High Impact Plans and takes into account the Plans’ key pillars. A key aspect of PCIP is to focus infrastructure development on the proposed Economic Zones that will include agriculture and agro- processing facilities.

Outline Business Case for the Concession of Mile 12 Ferry Terminal | FCN (FCDO) | Jun 2019 – Mar 2022:

IDI in collaboration with the ASI Group advised the LASG in the development of an Outline Business Case for the concession of a greenfield multi-modal ferry terminal in Lagos. The work involved the review of federal and Lagos state PPP policy, legal and regulatory framework, technical, financial, and commercial viability assessment of the concession, conducting a market analysis of passenger demand and an environmental and social assessment of the project.
